This position represents a significant opportunity to contribute to the ongoing success of one of the most successful regional ports in the world.
The Port of Belfast handles 60% of Northern Ireland’s seaborne trade, and approximately 20% of the island of Ireland’s trade as a whole. As a result the Port manages and controls almost 14,000 vessel movements each year.
Due to an internal promotion we are seeking to appoint a Deputy Harbour Master.
The role involves:
• Satisfying customer requirements in a complex,
dynamic and competitive environment
• Managing quay side and marine services and berthing
operations.
• Providing a high quality, safe, efficient and cost
effective service to Port Users.
• Ensuring compliance with all statutory duties as
defined in the relevant legislation.
The successful candidate will have:
Essential
• Class 1 Master Mariner’s Certificate of Competency,
or equivalent.
• Knowledge and experience of advanced safety
management procedures.
• The ability to interact and negotiate with a wide
variety of stakeholders.
• Strong leadership and motivational qualities.
Desirable
• Experience as Master or Chief Officer and/or
management in a port environment.
• An integrated team approach to customer relationship
management and problem solving.
• A track record of delivering the highest standards
of service.
• Experience of utilising quality management systems.

Eligibility Criteria:
· Class 1 Master Mariner’s Certificate of Competency (or equivalent)
· Current full clean driving licence
· Minimum of 2 years management experience.
Key Criteria:
· Experience of managing customer relationships in a commercial environment

· Familiarity with management information systems
· Some exposure to financial management
· Leadership and motivational skills demonstrated in varied commercial situations
· Confident and skilled communicator (both written and oral).

JOB SPECIFICATION
JOB TITLE: Deputy Harbour Master
REPORTING TO: Harbour Master
This role is one of two Deputy Harbour Master positions, reporting to the Port of Belfast’s Harbour Master
The Harbour Master’s department is responsible for the following:-
· Exercising of day-to-day control of all shipping movements and the allocation of ancillary marine services within the Harbour’s area of responsibility in compliance with regulatory and legal requirements, the maintenance of the highest standards of safety and in support of the Port’s commitment to customer service.
· Exercising of day to day control of land-based services within the Harbour’s area of responsibility in compliance with regulatory and legal requirements, the maintenance of the highest standards of safety and in support of the Port’s commitment to customer service.
· Ensuring the effective management of the Corus Operations and daily working relationship with Corus’s Shipping and Logistics Departments and BHC’s sub-contract Stevedore.
· Monitoring of compliance with Port conservancy, navigational and land and marine safety and emergency requirements.
· Deputising for the Harbour Master in his absence, or as otherwise called upon, including the exercise of the Harbour Master’s discretionary authority.
PRINCIPAL ACCOUNTABILITIES
· Manage allocation of cranes, cargo space and transit warehousing in an effective manner that contributes to the achievement of the Harbour’s financial and commercial objectives.
· Monitor stevedoring activity, cargo space utilisation and cargo segregation.
Working as an integral member of the Harbour Master’s professional team; involvement in the following:-
· Allocating quays.
· Providing pilotage and determining towing requirements in accordance with the Harbour Master’s guidelines as and when required by the Harbour Master.
· Resolving issues and conflicts arising from shipping operations.
· Determine the necessity for and direct the application of procedures for hazardous cargoes.
· Ensure adherence to PMSMS.
· Monitor compliance at all times with health, safety and environmental legislation.
· Regularly inspect operational areas, wharfs and navigational systems; report and address non-compliances.
· Monitor compliance with Port conservancy.
· Monitor compliance with anti-pollution regulations.
Assisting the Harbour Master in delivering the highest standards of customer service with particular regard to:-
· Managing the day-to-day liaison with Port users in respect of all matters affecting shipping movements and land-based logistics.
· Ensuring effective management of the Steel Hub facility.
· Measurement of service level performance against agreed targets and indicators.
· Manage the day-to-day liaison with Stevedores, own-use Stevedores.
· Ensure compliance with Stevedore licences and standard operating practices.
As and when required by the Harbour Master:-
· Liaise with pilot boat operators and the providers of towing and boating services.
· Ensure the regular inspection, safety compliance and servicing of Pilot boats.
· Ensure the regular inspection and compliance of tugs operating within the Harbour.
· Contribute fully to departmental management.
· Contribute, as required, to Corporate and Strategic Planning.
· Represent the department in progressing such special projects as the Harbour Master may request from time to time.
· Proactively contribute to the development of departmental policy and procedures.
· Ensure that any material non-compliance in respect of Port Operations department is promptly reported to the Harbour Master.
· Upon request, provide advice, support and technical assistance to the other departments in respect of problem – solving, technical development and the maintenance of high quality relationship management
7. Management of the Port Operations Room.
· Contribute to the management of the personnel employed in the Port Operations Department to ensure adequate staffing and efficient and effective operational workflows.
· As required ensure that personal development requirements are defined, reviewed annually and incorporated into the BHC annual training plan.
· Support the Harbour Master in the management of Port Operations Department controllable expenses within budget.
· Contribute to the preparation of annual Port Operations Department submissions for inclusion in the annual Port Operations Department budget.
8. Management of Pilotage and VTS Services
As and when required by the Harbour Master:-
§ Ensure the effective management of the VTS services
§ Contribute to the Pilotage service provision contract.
· Represent the Harbour Master in meetings with third parties as he may request from time to time.
9. Personal Professional Development
The obligation to maintain professional competencies at the highest level forms a core element of the Deputy Harbour Master’s mandate.
The Deputy Harbour Master is therefore required to be fully knowledgeable of developments in relevant legislative and regulatory matters and best practice in port operation.
In exercising this responsibility the Deputy Harbour Master is required to identify such training needs as are appropriate.
